If the EGR valve fails to close, this may be caused by heavy deposits on the tappet or valve. 1st thing the 34 Turbo,s will over boost due to the wastegate holes being to small so even when the wastegates are 100% open it is unable to waste the exhaust gas so the boost keeps climbing, you can either remove the turbo,s and enlarge the holes or run a restrictor in the exhaust system to restrict the exhaust flow so keeping the boost in check.

There is also a good thread on fapper mods and waste gate porting which is what you need to do to fix the problem You are having. Flapper port should be a D shape not bored round so the flap doesn't get caught up in certain positions. Two things to be aware of though. First, the bolts that hold the two turbo chargers together often fall out. At least half of the 6.4 Powerstroke twin turbo trucks that come in the shop are missing these bolts. Theoretically you should be able to fit an aftermarket air filter panel, and full HKS exhaust system (with decat) to an VIII MR FQ300 without a remap and not suffer overboosting problems (at which point you're not far off the FQ320 spec.). Not sure what the op's problem is, though.

And there is no problem with the impeller. The VW garage said they couldn't test the turbo due to the overboosting and another mechanic said I should stop driving it immediately as the impeller would come off and go into the engine (although he never actually saw/ heard the engine).
